I'm sure he was reading his notes...assuming they were written on the inside of his eyelids.
It's so bizarre to have to constantly worry whether or not the v.p. is going to completely humiliate the country on a grand scale. if he's not falling asleep at diplomatic events, he's wearing snowsuits to Auschwitz or shooting old men in the face. Fer gawd's sake.
