From One President to Another

In a conversation about American and Venezuelan democracy, who said this:
"I judge the president based upon his honoring of the institutions that make democracy sound ... And it's very important ... to honor the tenets of democracy. And to the extent he doesn't do that, then I believe he should be subject to criticism."
Nope, not Hugo Chavez. That would be President George "The Man Who Would Be King" Bush criticizing Venezuelan leader Chavez. I think there was something about a black kettle in there, too... (hat tip to Salon's War Room).
