Sabotage
It's Memorial Day weekend here in the US, where we honor the fallen from the wars our nation has fought in over our history. For me, however, Memorial Day has been more of a personal celebration: it's the weekend I celebrate my arrival here in Seattle back in 1992, back in the heyday of Grunge (with Nirvana riding high on the charts and Pearl Jam making it to the cover of Time magazine). (Yepp, it's my lucky 13th anniversary.) After all this time, I'd like to consider myself a Seattlite, but I know I'll always be a Minnesotan at heart. That's where my liberal values have their roots as well as where a number of my Scandanavian/Northern European and Depression-era eccentricities--a large chunk of my formative years were spent with my Grandparents--evolve from. So it's always nice to see the Minneapolis Star-Tribune continue its DFL-supporting roots (especially in the face of a growing conservative base in Minnesota) with this Memorial Day editorial:

 
In exchange for our uniformed young people's willingness to offer the gift of their lives, civilian Americans owe them something important: It is our duty to ensure that they never are called to make that sacrifice unless it is truly necessary for the security of the country. In the case of Iraq, the American public has failed them; we did not prevent the Bush administration from spending their blood in an unnecessary war based on contrived concerns about Iraq's weapons of mass destruction. President Bush and those around him lied, and the rest of us let them. Harsh? Yes. True? Also yes. Perhaps it happened because Americans, understandably, don't expect untruths from those in power. But that works better as an explanation than as an excuse.

The "smoking gun," as some call it, surfaced on May 1 in the London Times. It is a highly classified document containing the minutes of a July 23, 2002, meeting at 10 Downing Street in which Sir Richard Dearlove, head of Britain's Secret Intelligence Service, reported to Prime Minister Tony Blair on talks he'd just held in Washington. His mission was to determine the Bush administration's intentions toward Iraq.

At a time when the White House was saying it had "no plans" for an invasion, the British document says Dearlove reported that there had been "a perceptible shift in attitude" in Washington. "Military action was now seen as inevitable. Bush wanted to remove Saddam, through military action, justified by the conjunction of terrorism and WMD. But the intelligence and facts were being fixed around the policy. The (National Security Council) had no patience with the U.N. route, and no enthusiasm for publishing material on the Iraqi regime's record. There was little discussion in Washington of the aftermath after military action."

It turns out that former counterterrorism chief Richard Clarke and former Treasury Secretary Paul O'Neill were right. Both have been pilloried for writing that by summer 2002 Bush had already decided to invade.

Walter Pincus, writing in the Washington Post on May 22, provides further evidence that the administration did, indeed, fix the intelligence on Iraq to fit a policy it had already embraced: invasion and regime change. Just four days before Bush's State of the Union address in January 2003, Pincus writes, the National Security Council staff "put out a call for new intelligence to bolster claims" about Saddam Hussein's WMD programs. The call went out because the NSC staff believed the case was weak. Moreover, Pincus says, "as the war approached, many U.S. intelligence analysts were internally questioning almost every major piece of prewar intelligence about Hussein's alleged weapons programs." But no one at high ranks in the administration would listen to them.

On the day before Bush's speech, the CIA's Berlin station chief warned that the source for some of what Bush would say was untrustworthy. Bush said it anyway. He based part of his most important annual speech to the American people on a single, dubious, unnamed source. The source was later found to have fabricated his information.
 


The Times of London also reported this weekend on escalating air raids within the Iraq No-Fly Zone well before a legal framework for conflict (the UN resolution of November, 2002) was passed:

 
Geoff Hoon, then defence secretary, told the meeting that “the US had already begun ‘spikes of activity’ to put pressure on the regime”.

The new information, obtained by the Liberal Democrats, shows that the allies dropped twice as many bombs on Iraq in the second half of 2002 as they did during the whole of 2001, and that the RAF increased their attacks even more quickly than the Americans did.

During 2000, RAF aircraft patrolling the southern no-fly zone over Iraq dropped 20.5 tons of bombs from a total of 155 tons dropped by the coalition, a mere 13%. During 2001 that figure rose slightly to 25 tons out of 107, or 23%.

However, between May 2002 and the second week in November, when the UN Security Council passed resolution 1441, which Goldsmith said made the war legal, British aircraft dropped 46 tons of bombs a month out of a total of 126.1 tons, or 36%.

By October, with the UN vote still two weeks away, RAF aircraft were dropping 64% of bombs falling on the southern no-fly zone.

Tommy Franks, the allied commander, has since admitted this operation was designed to “degrade” Iraqi air defences in the same way as the air attacks that began the 1991 Gulf war.

It was not until November 8 that the UN security council passed resolution 1441, which threatened Iraq with “serious consequences” for failing to co-operate with the weapons inspectors.

The briefing paper prepared for the July meeting — the same document that revealed the prime minister’s agreement during a summit with President George W Bush in April 2002 to back military action to bring about regime change — laid out the American war plans.

They opted on August 5 for a “hybrid plan” in which a continuous air offensive and special forces operations would begin while the main ground force built up in Kuwait ready for a full-scale invasion.

The Ministry of Defence figures, provided in response to a question from Sir Menzies Campbell, the Liberal Democrat foreign affairs spokesman, show that despite the lack of an Iraqi reaction, the air war began anyway in September with a 100-plane raid.
 


The American public and our armed forces deserves far better than this hubristic, go-it-alone, power-mongering, short-sighted administration that seems hell-bent on sabotaging our nation's democratic principals, the health and preparedness of our soldiers (even when not in combat), and standing in the world as a beacon of democratic values. Or perhaps not, based on last November's voting. But I still have some hope.
