My ol' hometown ABC affiliate, KSTP, adds more gasoline to the fire with images from their video showing what looks pretty conclusively to be an IAEA (International Atomic Energy Agency) seal:

The video shows a cable locking a door shut. That cable is connected by a copper colored seal.
